Translate website into a new language

Prepare for a new language

• Add to the list of languages in ini.php.
• Add fields in sharehim_main.system_translations table.
• Generate Centralizer code for the new fields.
• Set up translator record:
  • Ask Bob to add translator to People.
  • Add record in system_translators.
• Call function send_instructions_to_new_translator() to have instructions sent to translator.
